An interview to Mr.Wang Longxing，director and party secretary of SHFDA
Q:Can you introduce the fruits you have achieved in banning the dens for illegal medicine selling and buying, in the past few months?
A:We started tracing and dis-ciplining illegal dens in June 2006. By April 2007, We have destroyed 13 illegal dens, tracked down more than 1000 kinds of medicine, which total value reached RMB2.9 million. The police have arrested 18 sus-pects. This is the biggest serial case we have uncovered through the combination of administration and police since the establishment of SHFDA.
Q:Then who on earth is un-dertaking the illegal medicine sell-ing and buying?
A:According to what we have controlled through long-term trac-ing, there are about one hundred whom specifically handling medicine selling and buying ille-gally. Most of them are from Zhe-jiang and Anhui province. They change the wrapping, distort lot number of the spare or expired drugs bought from residents to make counterfeit drugs. The re-newed drugs mostly aim at the clin-ics and drug houses in Anhui, Zhe-jiang, Henan, Liaoning, Hei-longjiang, Shandong, and Sichuan province.
Q:Then through what channel do the peddlers sell their medicine?
A:Most peddlers shield their goods or send them in the name of mechanical fixtures through con-signing stations or express compa-nies of the railway stations or the coach stations. They usually operate independently, with unique buying and selling network, and keep secret about the warehouse and the oppo-nents on the left and right. Their selling mode is transferring in small quantity, collecting medicine in the early morning or at night, wrapping and renewing medicine in daytime, shipping goods concentratively ev-ery 2 or 3 days,and settling ac-counts by bank transferring.It is rather hard for the supervising agency to discover in time.
Q:Is there any new actions been taken this half year?
A:In January and February, the inspectors found out the peddlers went back to their hometown in Zhejiang and Anhui province with their family to stay away from trou-ble. Some of them changed their ac-commodations, bank accounts and mobile phone numbers, and stopped the illegal buying and selling.
In March, SHFDA received some new clues and settled a "305" special group which started to investigate immediately. After a month's investigation, the staff finally locked five couples' address, family member, mobile phone number, warehouse address, bank account and acting regulation as well as some of the opponents on the left and right, and a shipping warehouse in rather big size.On March 30, the "305" spe-cial group together with the Public Security Bureau discussed the ac-tion plan.
And through April 6 to 9, 40 men of the Public Security Branch Bureau from Jiading, Hongkou, Putuo District and above 110 from SHFDA took part in the shock action, and disciplined 3 dens together with their warehouses.
Q:At last, is there anything you want to talk to the residents?
A:We'd like to appeal here that the residents should not sell the spare medicine to the illegal buyer and through that way we can build a healthy and ordered market together. Once you find the clues of illegal medicine buying and selling, please dial 962727。NBD
